Disaster Mitigation Strategies by BPBD in Surabaya

Abstract

Surabaya is one of the cities that is often hit by various natural disasters every year, both hydrometeorological and geological disasters. These disasters have quite a detrimental impact on the people of Surabaya. This city also has the potential for geological natural disasters due to the presence of two faults, namely the Kendeng Fault, which further exacerbates the potential for natural disasters in the future. so that to minimize this, disaster mitigation is carried out by the BPBD Kota Surabaya. This study focuses on the identification and analysis of various factors that influence the natural disaster mitigation strategy carried out by BPBD as an institution tasked with disaster mitigation using the analysis approach (strength), (weakness), (opportunity), and (threat). The data collection process is carried out in 3 stages, namely interviews, observation and documentation and the data sources used are primary and secondary data. The data analysis technique used is data reduction, data presentation using SWOT and QSPM analysis and drawing conclusions. The results of this study explain that the Surabaya City BPBD has several strategies in disaster mitigation, namely the existence of community empowerment programs in the form of Disaster Resilient Villages and Disaster Response Schools as well as the installation of evacuation signs and gathering points. However, in the implementation process, of course, it is influenced by several internal and external factors. So from several factors, researchers use them in providing strategic recommendations to BPBD using SWOT and QSPM analysis so that recommendations are obtained in the form of strengthening institutional capacity by conducting training with collaborating parties to be able to overcome obstacles in the process of implementing natural disaster mitigation.
