Abstract

This study analyzes the implementation process of the Foster Parent Scholarship Program for ex-localization communities in strengthening sustainable access to education in Surabaya City, focusing on Putat Jaya Urban Village. The research employs a descriptive qualitative approach with data collected through in-depth interviews, observation, and documentation. The analysis uses Grindle’s (1980) policy implementation framework, emphasizing Content of Policy and Context of Implementation. Findings show that implementation is relatively effective and directed due to the alignment between program design and field execution. In terms of policy content, the program targets ex-localization families as a specific priority group, serving not only educational assistance but also a social intervention to alleviate poverty. Benefits are provided as monthly cash allowances (Rp690,000) for children from kindergarten to senior high school, supporting continued schooling and potential progression to higher education through linkage with other municipal programs. Eligibility is determined through area-based social verification and domicile/history-of-residence proof in the former localization area. In terms of implementation context, routine cross-actor coordination (social services office, urban village administration, neighborhood units, schools, and related agencies), positive community compliance, and supportive institutional and social environments strengthen program delivery. Remaining challenges are mainly technical—service arrangement at distribution sites and timing conflicts with school hours—addressed through flexible collection mechanisms via parents/guardians. Overall, the program demonstrates a conducive and structured implementation pattern, with recommendations focusing on improving technical service management without reducing accessibility.
