Abstract

This study analyzes the contributions of stakeholders in the implementations of Sekolah Orang Tua Hebat (SOTH) program in Surabaya, which aims to improve parenting practices and reduce stunting among children. SOTH is a community-based initiative that provides structured parenting education targeting parents. This study uses a qualitative descriptive method and applies stakeholder analysis framework from Blackman (2003) which includes interest level, influence and importance, and role identification. Data collected through interviews, observations, and documentation with key stakeholders, primary stakeholders, and secondary stakeholders. SOTH is collaboratively managed with shared responbilitiesm yet there are gaps in role charity and limited father’s involvement. The results suggest the need for inclusive outreach strategies, role-specific training, and enhanced stakeholder commitment is essential for improving early childhood development outcomes and supporting Surabaya’s stunting reduction goals.
